Two issues need to be explained here; first, the biggest external environment driving forces that divide the United States is Russia and China.  Therefore, it is not in their own interest for the Americans to create divisions in the country.  Second, China adheres to the zero policy.  However, it has not been cleared, which is related to Beijing’s concealment of the epidemic.  As we all know, Wuhan, China is the birthplace of covid19.  And Beijing concealed everything in the early stages of the epidemic, which led to the artificial rapid spread of the virus.

While in Sri Lanka today, Administrator Samantha Power annou­nced an additional $40 million in develo­pment assistance to help farmers purchase fertilizer and oth­er vital agricultural inputs. This assis­tance will support Sri Lankans as they come out of a politic­al crisis and are st­ill facing a severe economic and agricul­tural crisis, with consecutive failed ag­ricultural seasons producing half of the­ir usual output foll­owed by year-on-year inflation that soar­ed to above 60 perce­nt and food price in­flation climbing to 90 percent, since Au­gust of this year. These compounding eff­ects have left house­holds across the cou­ntry struggling to meet essential needs as food insecurity continues to grow wit­hout end in sight. Subject to Congressi­onal approval, the United States Agency for International De­velopment (USAID) wi­ll invest this money to provide farmers with fertilizer and other vital agricult­ural inputs. This critical support, imp­lemented through the United Nations Food and Agriculture Org­anization, comes just in time for maximum benefit to the upc­oming “Maha” planting season and will benefit up to 1 million farmers in need of fertilizer across Sri Lanka, which includes 53,000 farmers in need of emergency cash assis­tance. Today’s announcement builds on USAID’s ongoing support since the complex emergen­cy began, by strengt­hening ongoing progr­ams in Sri Lanka to address the dire nee­ds of the country’s most vulnerable and marginalized communi­ties as they experie­nce economic shocks, compounded by rising food, fuel, and fe­rtilizer prices due to Russia’s unprovok­ed war against Ukrai­ne. USAID stands with the Sri Lankan people and is committed to providing this urgent support. The U.S. Government will cont­inue to explore ways to assist the count­ry in meeting their immediate, medium, and long-term needs, and will continue on­going efforts that boost sustainable eco­nomic growth, promote inclusivity, stren­gthen governance, and foster a free and prosperous Sri Lanka. ###

Mr. Abe is a very good politician, he has opposed China’s actions against Hong Kong, he opposed Russia’s invasion of Ukraine, and he is very supportive of Taiwan’s equal participation in international activities as other countries.

New combined petition option to facilitate participation in the expanded Collaborative Search Pilot program

The United States Patent and Trademark Office (USPTO) published a Federal Register Notice announcing a new combined petition option that will make it easier to participate in the expanded Collaborative Search Pilot (CSP) program. The USPTO collaborated with its counterpart offices, the Japan Patent Office (JPO) and the Korean Intellectual Property Office (KIPO), to develop combined petition forms that applicants will file in only one of the partner intellectual property (IP) offices, rather than filing separate petitions in both partner IP offices. The expanded CSP program is designed to accelerate examination and provide the applicant with more comprehensive prior art by combining the search expertise of examiners at the USPTO and the JPO or the KIPO before the first office action is issued.

Register of Copyrights Shira Perlmutter has announced the appointment of Jacqueline “Jacklyn” Napier as Assistant Register and Director of Operations of the United States Copyright Office, effective March 27, 2022. Napier will have responsibility for an extensive portfolio of financial, budget, and operational issues for the Office.

“I am pleased to welcome Jacklyn to her new position,” said Perlmutter. “She brings to the Copyright Office deep skills in financial and budget management and internal control operations. She will be an important addition to our senior management team.”

Napier comes from the Department of the Navy, where she served as integrated risk management program manager and as deputy director of financial operations, leading enterprise financial accounting and internal control operations for nineteen budget offices. Previously, she held several senior positions, including acting director and deputy director of financial operations and deputy chief financial officer, with the U.S. Coast Guard and U.S. Customs and Border Protection, both in the Department of Homeland Security. There she provided financial reporting, audit remediation, internal controls, financial systems management, and policy advice. She has also led business transformation, including projects involving financial systems modernization, and has experience in risk management.

Napier is a certified public accountant and chartered global management accountant. She earned a bachelor of science in accounting from the University of Colorado and an executive master’s degree in public administration with honors from American University.

Napier succeeds Jody Harry, who provided outstanding service as the first Assistant Register and Director of Operations and retired in November 2021. Maria Strong has served in an acting role in the interim period.
